You have to visit Jabatan Pendaftaran Negara (JPN) if you are in Malaysia and if you are abroad, then you have to visit Malaysian Embassy / High Commissioner and you have to be there in person to verify your biometric identity.

(I received an email from the team of JPN which is located in Kota kinabalu sabah, could i request them to give me this Temporary Identification Certificate (JPN KPPK 09) urgently for my daughter.
 

1. We urgently need her Identity card / MyCard or temporary Identification Certificate to be able to renew her new passport so she can emigrate to Sydney, Australia to be with her family. As an underage girl, at just 14 years of age, please help make this a PRIORITY. Her sister Caroline LIM SHU HUI, has already had a visa granted. As is, delays are causing harm to us as we cannot have our daughter without her sister, mother and family. She will be left stranded in Malaysia alone - if you don’t help please. How and where can i apply for a temporary identification certificate?
